Before buying or designing: land use

The first document is the land-use ruling issued by the municipality based on its partial urban development plan. It defines whether the lot allows industrial, commercial or residential use, the intensity (occupancy and utilization coefficients), heights, restrictions and easements. Requesting it before closing the purchase avoids discovering later that the building does not fit or that the activity is not allowed.

Municipal construction permits

Each municipality in the metro area (Zapopan, Guadalajara, Tlaquepaque, Tlajomulco, Tonalá, El Salto) has its own counter, regulations and timelines; established industrial parks usually have land use and trunk utilities resolved, which shortens the path.

  • Alignment and official street number: sets the lot boundary against the public road and the official address.
  • Building permit (or development permit for subdivisions): requested with the construction documents signed by a responsible site director or expert registered with the municipality.
  • Supplementary rulings depending on activity and area: traffic impact, urban image or natural-area protection.
  • Demolition permit when there are existing structures.

Utilities: water, sewer and power

In municipalities served by SIAPA, the water and sewer feasibility ruling defines whether the existing network supports the demand or whether the project must build or reinforce infrastructure; in vertical developments in Providencia or Valle Real that hydraulic work is a usual part of the project. Outside SIAPA coverage, the municipal utility or an own source (licensed well) takes its place.

With CFE you process the feasibility ruling and, depending on the load, the substation and interconnection works. Start early: its timeline is usually among the longest in the project.

Environmental, risk and civil protection

  • Environmental impact: industrial works and developments above a certain scale require state (SEMADET) or, for federal activities, SEMARNAT assessment.
  • Civil Protection: site risk ruling and, when operating, internal civil protection program.
  • Waste: handling of construction debris and excavated material at authorized sites.

During and after construction

  • Project registration with IMSS (SIROC) and site logbook.
  • Start and completion notices to the municipality.
  • Occupancy certificate and, where applicable, business operating license.

How long they take and how to shorten it

As a general reference, assembling land use, permit and feasibility rulings usually takes two to three months in the metro area when the lot is already compatible with the activity; longer if it requires a land-use change, environmental assessment or network reinforcement. Three practices shorten the path: commissioning the soil study and survey from the schematic stage, processing CFE and SIAPA in parallel with the permit, and having complete construction documents before filing.
